“ICE has publicly reported 25 detainee deaths since January 23, 2025, and has issued 15 Detainee Death Reports in accordance with congressional reporting requirements. To put that figure into perspective, ICE has recorded almost 64 percent as many in-custody deaths in just the first nine months of President Trump’s second term as occurred during his entire first term, when 36 detainees died in custody. Further, the number of deaths this year exceeds every year on record since reporting began in 2018, including Fiscal Year 2020, when deaths spiked in part due to the COVID-19 pandemic” wrote the representatives.

They continued, “ICE appears to have repeatedly failed to comply with internal standards, and these failures have contributed to deaths in custody. For example, over the last decade, ICE has delayed or provided substandard medical care, neglected to provide proper medication, and falsified medical records. ICE has also failed to notify next of kin following the death of a detainee “timely, accurately, appropriately, and with sufficient detail” despite being required to by ICE Directive 11003.6 and PBNDS. ICE’s failure to adhere to basic standards of care for individuals in its custody is inexcusable.”

Cortez Masto, Colleagues Raise the Alarm about Use of Taxpayer Dollars to Hold People in El Salvadoran Prison

“We write to you expressing profound concern over the findings of the recently published report titled ‘You Have Arrived in Hell: Torture and Other Abuses Against Venezuelans in El Salvador’s Mega Prison,’” wrote the members. “This meticulously researched report, published on November 12 by Human Rights Watch and the El Salvador-based Cristosal exposes the systematic pattern of abuse and torture experienced by the 252 Venezuelan nationals the Trump Administration sent to El Salvador’s notorious Centro de Confinamiento del Terrorismo (CECOT) between March and April of 2025. It also finds that the Administration failed to respect the principle of non-refoulment and questions the Administration’s reliance on El Salvador’s assurances that it would abide by the UN Convention Against Torture.”

For these reasons, we urge you to apply the fee only to individuals who submitted their applications on or after July 4, 2025, so that all families, including those participating in U4U, are fairly adjudicated under the rules that were in place when they applied.”

Ramirez Opens Investigation Into DHS’s Unlawful Operation to Deport Unaccompanied Children

 “We have deep concern regarding recent reports that the Department of Homeland Security (DHS) is summarily returning unaccompanied migrant children to their countries of origin, contrary to longstanding requirements under the bipartisan Trafficking Victims Protection Reauthorization Act of 2008 (TVPRA). Given that we know the Trump Administration has no concern for keeping families together, we expect that DHS’s new policy will deprive children of due process and place them in grave danger of trafficking and other harm,” said the Members.
