Preserving Social Security and Medicare for Citizens Act of 2026

This bill restricts access to federal entitlement programs by mandating that no monthly Social Security or Medicare benefits shall be paid to anyone who is not a U.S. citizen, national, or a lawful permanent resident, effectively prohibiting illegal aliens, parolees, and nonimmigrants from receiving these benefits. Furthermore, the legislation amends the Internal Revenue Code to eliminate FICA tax exemptions for certain classes of aliens, expanding the tax base by requiring them to pay into the system despite being legally barred from ever collecting the benefits. This FICA expansion covers F, J, Q, and M nonimmigrants, notably including OPT.
