BUILD with Allies Act of 2026

This bill authorizes a temporary, two-year exchange program that admits foreign aliens (including marine engineers, naval architects, and production-floor "deck-plate" tradespersons) to work and train in U.S. shipyards without statutory numerical caps. By utilizing cultural exchange authorities to funnel foreign labor into domestic maritime manufacturing, the measure circumvents standard Immigration and Nationality Act visa quotas, prevailing wage mandates, and Department of Labor certifications designed to protect American workers from foreign labor displacement.
