This PM addresses H-2A dairying workers and the H2A requirement that occupations be temporary or seasonal positions. 

Unfortunate administration action to expand the H-2A visa program. One limit for H-2A is that the work must be seasonal and temporary to qualify. USCIS is attempting to expand H-2A eligibility to dairy work that is not seasonal/temporary.
